Law 14,790 is blunt: "It is forbidden for the operating agent to grant, in any form, advancement, anticipation, bonus, or previous advantage, even if merely for promotion, dissemination, or advertising, for placing bets." In plain language: a licensed operator cannot give you anything extra to get you to bet. No welcome bonus, no free bet on signup, no deposit match as a sign-up incentive.
This is deliberate policy. The government wants betting to be a straight transaction - you deposit, you bet, you win or lose - without promotional mechanics pulling people in.
What This Means on Licensed Sites
- No welcome offers. The signup flow is KYC, deposit, play. Nothing extra for joining.
- No bonus advertising. SPA advertising rules (Portaria 1,231/2024) tightly control marketing: ads must include responsible gambling warnings and 18+ notices, and cannot present betting as income or target minors.
