Decree 0240, signed 12 March 2026, replaced the VAT approach with a 16% national consumption tax on online gambling, levied on gross gaming revenue and collected by operators at deposit time — including crypto deposits. In October 2025 Coljuegos also created a Special Regulatory Unit to modernize oversight, announced a National Gaming Regulation Plan for 2026, and legalized keno (rollout from January 2026). Meanwhile, in June 2026 the Council of State suspended some of Coljuegos' advertising restrictions after operators challenged them — a final ruling is still pending.
