2026 has been the enforcement year. As of June 2026, 78 licensed operators running 138 brands were authorized. The SPA activated domain blocking with ANATEL (Brazil's telecom regulator) in January 2026, and by March 2026 more than 2,100 unlicensed gambling domains had been blocked inside Brazil. Payment processors — including PIX — were ordered to refuse transactions to unlicensed operators (consolidated in Ordinance SPA/MF No. 2,750/2026, which requires financial institutions to monitor and report signs of unauthorized gambling activity). In September 2026 the SPA ordered the immediate suspension of 14 licensed sites over failures in the Sigap real-time monitoring system and responsible-gaming controls.
The framework is also politically unstable. A bill (PL-1808/2026, backed by 68 lawmakers) was filed to repeal the Bets Law entirely, and in September 2026 Reuters reported the government was drafting a provisional measure that could ban online casino operations and restrict sports betting — a move that would upend the licensed market if enacted. Fines of up to R$2 billion were floated in the draft. The situation can change within weeks, so treat any statement about Brazilian legality as time-stamped.
For individual players: playing at an SPA-licensed .bet.br operator with PIX is the only clearly compliant route. Offshore casinos licensed in Curaçao or elsewhere hold no Brazilian license; they may be domain-blocked or have their PIX rails cut at any time. Payment Methods
