The 2024 Supreme Court Ruling Changed Everything
On 22 November 2024, Nigeria's Supreme Court delivered a unanimous judgment in the case of Attorney-General of Lagos State v. Attorney-General of the Federation (SC/1/2008). The court ruled that the National Assembly never had the constitutional power to legislate on lotteries and gaming. These matters fall under the residual powers of the states.
The practical effect: the National Lottery Act 2005 was declared unenforceable in all 36 states. It remains valid only in the Federal Capital Territory (Abuja), where the National Assembly is constitutionally allowed to make laws.
The National Lottery Regulatory Commission (NLRC), which was created by that Act, has de facto stopped regulating gaming operators in the states. Parliament has not formally abolished the commission, but its licenses no longer carry legal weight outside the FCT.
Who Regulates Gambling in Nigeria Now?
Each state now has exclusive authority over gambling within its borders. Here is the current picture:
- Lagos State Lotteries and Gaming Authority (LSLGA) - the most established regulator, operating under the Lagos State Lotteries and Gaming Authority Law 2021. It licenses casinos, sports betting, gaming machines and promotions. Most serious operators start here.
- Other state regulators - more than 20 states have set up or activated their own gaming authorities since the ruling.
- FSGRN reciprocity - the Federation of State Gaming Regulators of Nigeria is a voluntary coalition of state regulators. Under its reciprocity framework, an operator licensed by one member state can serve players in other member states under a single certificate (the Universal Reciprocity Certificate). This is a state-driven arrangement, not a federal regulator, and it only covers states that joined.
- FCT Lottery Regulatory Office - created in May 2025 to regulate gaming in Abuja, since the NLRC's old role there needed a local body.
The Central Gaming Bill Failed
In late 2025 there was an attempt to bring gambling regulation back under federal control. The Central Gaming Bill 2025 was introduced on 7 October 2025 and passed both chambers of the National Assembly on 2 December 2025. It would have created a federal gaming commission.
President Bola Tinubu publicly refused to sign it. As of September 2026 the bill is not law, and the state-by-state system stands. A two-thirds legislative override of the veto remains theoretically possible, so this is worth watching.
What This Means for You as a Player
- Check the license. A casino serving Nigerian players should hold a license from a Nigerian state regulator (Lagos LSLGA is the gold standard) or a respected offshore license. See our safety checklist for how to verify.

- Northern states are different. About 12 predominantly Muslim northern states apply Sharia law. Gambling is prohibited under Sharia, and in Kano the Hisbah morality police have raided and shut down betting shops. If you live in one of these states, the legal risk is real.
- You must be 18 or older. This applies everywhere in Nigeria.
